The Impact of Parental Death on School Outcomes: Longitudinal Evidence from South Africa

Are orphans more vulnerable than other poor children in sub-Saharan Africa? Understanding the risks that orphans face is important for policy: if extended families insure each other, then governmental policies may not need to target orphans specifically. Households could be singled out for help on the basis of other indicators (income poverty, for example).1 On the other hand, if holding all else equal, orphans are at risk, then governments may be well advised to target orphans specifically when they design policies to improve such outcomes as school enrollment.
